Founder & Clinical Director
Samuel Arroyo-Breeden
Samuel Arroyo-Breeden founded New England Outreach Institute with a clear purpose: to create an IOP that treats the whole person, not just the addiction. His clinical background spans substance use counseling, trauma-informed care, and community mental health — and his approach is shaped by both professional training and a deep personal understanding of what recovery actually requires.
Samuel recognized that many existing programs addressed the behavioral and medical dimensions of addiction while leaving the deeper questions of identity, purpose, and meaning largely untouched. NEO was built to fill that gap — to offer a program that is clinically rigorous and spiritually attentive, without imposing any single tradition.
He holds licensure in Massachusetts and brings years of experience working with adults in early and sustained recovery across a range of settings.

Why NEO Exists
The Story Behind the Program
North Central Massachusetts has long faced significant gaps in accessible, high-quality outpatient addiction treatment. Leominster and the surrounding communities have been deeply affected by the opioid crisis, and yet the options for adults seeking structured outpatient care have remained limited.
NEO was founded to address that gap — to bring a clinically excellent, community-rooted IOP to the people who need it most, in the place where they live.
The name "New England Outreach" reflects both our geographic identity and our commitment to reaching people where they are. We are not a distant institution. We are neighbors, invested in the health of this community.
